According to the U.K. measuring system, 1 imperial cup has a volume of 284,131mL or 10 imperial ounces of fluid. 1 liter is equivalent to 1000ml or 35.1951 imperial ounces of fluid.

This means the arithmetic is as follows:
35.1951/10 = 3.51951
It is clearly seen that according to the United Kingdom measurement scheme, there are 3,51951 imperial cups in one liter.

But, it seems that at present,  the people from the U.K. are slowly steering towards the use of the Metric system rather than that of the traditional imperial measuring system. 7. The Japanese Measuring Cup
